Gov. Eric Holcomb will move Indiana into Stage 4 of his detailed, five-stage reopening plan on Friday, two days earlier than planned. 

The fourth stage brings new options for Hoosiers, including the ability to resume work at office buildings and bar seating reopening at 50% capacity.

However, some counties and cities may set more strict local rules. Indianapolis, which has been opening at a slower pace than the rest of the state, is expected to announce its Stage 4 plans Thursday. Where businesses reopen, the governor emphasized that Hoosiers should continue to wear masks and follow social distance rules.

Elkhart and LeGrange counties have seen an increased number of cases, Indiana health commissioner Dr. Kristina Box said, though she said they may continue to move forward in reopening.

Here's what will open in Stage 4, according to the governor's plan:

  • State government buildings will no longer have access restrictions.
  • Professional office building employees may resume work at full capacity.
  • Retail stores and malls may open at full capacity with social distancing rules.
  • Restaurant dining room service may increase to 75% capacity.
  • Bar seating in restaurants may open at 50% capacity.
  • Bars and nightclubs may open at 50% capacity with social distancing rules.
  • Cultural, entertainment and tourism businesses — such as museums, zoos, bowling alleys, and aquariums — may open at 50% capacity.
  • Large venues may reopen with social distancing rules.
  • Amusement parks, water parks and similar facilities may open at 50% capacity with required reservations to limit customers.
  • Movie theaters may open at 50% capacity.
  • Horse racing may begin this weekend with no spectators.
  • Casinos may reopen June 15.
  • Playgrounds may reopen, though the state health commissioner recommended that parents take extra caution with their children after playing.

The governor said he will provide more information about youth sports and tournaments on Thursday.

Indiana is tentatively scheduled to move into the final phase, Stage 5, on July 4.
