CLEVELAND, Ohio — Construction crews largely completed Stage 3 of the Towpath Trail in Cleveland’s Tremont neighborhood last year, and pedestrians and bicyclists have been using it since then.

Public agencies involved in the project didn’t mark the official completion of construction this summer because of the coronavirus pandemic. But they released a virtual ribbon-cutting video celebrating the project Monday morning.

Stage 3 is a 1.9 mile stretch of recreational trail between Steelyard Commons and Literary Avenue in Tremont. It links the resurgent Tremont neighborhood to the Steelyard Commons shopping center and Clark Fields, a city recreation area west of the industrial Flats and the ArcelorMittal steel plant.

The Cleveland portion of the Towpath measures nearly 6 miles. Pieces of its four stages have been under construction for more than 10 years. It’s part of the 101-mile regional trail following the route of the 1832 Ohio & Erie Canal between Cleveland and New Philadelphia.

After signing a 2008 agreement, the City of Cleveland partnered with Cuyahoga County, Cleveland Metroparks and the nonprofit Canalway Partners to build the Cleveland section.

The four stages of the trail in Cleveland have been difficult and expensive to build because of numerous environmental issues and because they involved acquisition of numerous properties.

Construction for Stage 3, a $14.3 million project, began in February 2017 and was officially completed in June.

The final sections of Stage 4, including the northernmost portions reaching Canal Basin Park on the Columbus Road Peninsula, are scheduled for completion in the summer of 2021. Overall, the Cleveland portions of the trail have cost more than $50 million.

Special landscape features in Stage 3 include a series of sculpted mounds north of Clark Fields and south of I-490 that provide 360-degree views of the industrial Flats, the downtown Cleveland skyline, and the onion domes of St. Theodosius Orthodox Cathedral in Tremont.

Funding for Stage 3 came from the following sources, according to Monday’s news release:

· $11,388,443: Congestion Mitigation & Air Quality Program, Northeast Ohio Areawide Coordinating Agency.

· $1,379,355: Clean Ohio Conservation, Ohio Public Works Commission.

· $1,032,222: Clean Ohio Trail Funds, Ohio Department of Natural Resources.

· $250,000: Northeast Ohio Regional Sewer District.

The news release noted that the Towpath has “already become a regional ‘spine’ in a network of trails that connect city neighborhoods and surrounding suburbs” throughout Cuyahoga County and beyond.

“The completion of this project’s third stage brings us one step closer to providing an important new green space in the City of Cleveland,” Mayor Frank Jackson said in the news release. “The building of the Towpath Trail will help our City’s neighborhoods be healthier for generations to come.”

Said County Executive Armond Budish in the news release: “The Towpath Trail is used and beloved by so many Cuyahoga County residents. Stage 3 of the trail connects to exciting neighborhoods like Tremont and celebrates beautiful views of Cleveland’s skyline while providing free entertainment for all ages.'’

Next year, Cleveland Metroparks will complete a $16 million project to build 4-plus miles, filling critical gaps in what the news release calls the city’s “active transportation network.”

That separate project, including the Wendy Park Bridge and the Red Line Greenway, was half funded by the Obama-era TIGER grant program, short for Transportation Investment Generating Economic Recovery.
