Statewide coronavirus update: Here are changes to Stage 3 of Indiana's reopening - The Indianapolis Star

Most of Indiana will enter Stage 3 of reopening on Friday, two days earlier than what Gov. Eric Holcomb previously laid out.

Here's how the original plan for Stage 3 is different from the guidelines issued Thursday:

The dates: Stage 3 was originally set to begin May 24 for most of the state. Holcomb announced Wednesday that the start date was moved up to May 22. Cass, Lake and Marion counties -- the state's largest and hardest hit -- won't enter Stage 3 until June 1.

Movie theaters: They were set to reopen at 50% capacity in Stage 3 but will remain closed. They are now expected to reopen along with other entertainment venues during Stage 4.

Playgrounds: They will also remain closed. In which stage they will reopen is yet to be determined, the governor's office said Thursday.

Adult day service: Services offered through the Bureau of Developmental Disabilities Services may reopen June 1. The reopening date was previously to be determined.

K-12 daycare: While K-12 buildings, facilities and grounds remain closed for school-sponsored education, sports and other activities through June 30, the state encourages day care at school facilities to reopen in Stage 3.

Gatherings at venues: The new guidelines give more guidance for gatherings at venues. Locations that have "multiple, clearly separate areas, such as separate banquet rooms or multiple sports fields" can allow up to 100 people to gather in each separate space, with some restrictions.

Indiana reports 676 cases, 48 deaths

Indiana reported 676 new cases of coronavirus and 48 deaths Thursday, for a total of 29,936 cases and 1,764 deaths since the pandemic hit the state. It was the second day in a row of a nearly 100-case jump in the count.

All but four of the newly reported cases were confirmed Wednesday. While more than half of the newly reported deaths occurred in the past week, some date back as far as May 2.

State officials have said that they expected to see the case count rise as testing becomes more available. In recent weeks Indiana, in conjunction with Optum, has opened 50 testing sites around the state.

In a sign that the effort to increase testing has paid off, the state Thursday reported results from 7,318 tests, for a total of 202,995 since testing began.

The state also reported that both intensive care unit beds and ventilator availability remained stable.

As Marion County prepares to open restaurants for outdoor seating at 50% capacity Friday, it reported 162 new cases and 13 deaths, for a total of 8,815 cases and 518 deaths.

Elkhart County, which has seen a steady increase in cases in recent days, for the first time reported the second-highest number of new cases, 67, for a total of 844 cases. More than 250 of those new cases have been confirmed in the past week.

Indiana State Health Commissioner Dr. Kris Box said Wednesday that she was not aware of any specific outbreaks in that county. Elkhart Health department officials did not respond Wednesday to a request for comment.

In Central Indiana, Hendricks County had 30 new cases for a total of 1,087 cases with 63 deaths. Johnson County, which had 18 new cases Thursday, passed 100 deaths, as three new deaths were reported for a total of 102.

Throughout the state only four Indiana counties have case counts in the single digits – Pike with five and Martin, Union and Vermillion with eight each. Eight counties, including Marion, have more than 1,000 cases.

30K Hoosiers file new unemployment insurance claims

More Indiana workers submitted first-time claims for unemployment insurance benefits last week, a sign of the novel coronavirus outbreak's continued impact on the labor market.

The latest U.S. Department of Labor figures show an additional 30,311 workers filed first-time applications for benefits during the week ending May 16. The number is not seasonally adjusted.

Meanwhile, the number of claims filed during the prior week, ending May 9, was revised downward to 29,668.

No new applications were submitted under the Pandemic Unemployment Assistance Program in Indiana.

PUA is a separate program that expands unemployment insurance benefits eligibility to gig economy workers, the self-employed and those who normally would not qualify.

Nationally, a seasonally adjusted 2.4 million Americans filed for first-time benefits, bringing the number of claims over a nine-week period to 38.6 million.

CVS opening 21 coronavirus test sites statewide

CVS Health will open 21 new coronavirus test sites across Indiana on Friday.

These new sites, established at select CVS Pharmacy drive-thru locations, will utilize self-swab tests.

Self-swab tests will be available by appointment to individuals meeting Centers for Disease Control and Prevention criteria and age guidelines. Patients must register in advance at CVS.com beginning Friday to schedule an appointment.

Those being tested must stay in their cars. They will be given a test kit and instructions at a drive-thru pharmacy window.

A CVS Pharmacy team member will monitor the self-swab process to make sure it is done correctly. Officials said tests will be sent to an independent, third-party lab for processing with results available in approximately three days.
