Austin and Travis County is near Stage 5 of its COVID-19 risk-based levels after hitting a seven-day moving average of 74.8 new hospitalizations, Austin Public Health officials said in a weekly news conference on Wednesday.
Austin Public Health officials said last week that a seven-day average of 70 or more could potentially close all non-essential business again. Travis County-Austin exceeded the threshold of 70 on Tuesday with 73 new hospitalizations, however, officials said that surpassing that number doesn't automatically place the city in Stage 5.

Dr. Mark Escott, interim health authority for Austin Public Health, said in the news briefing that he will hold off on making that decision until he has had a chance to review data that projects the space available in intensive care units in the next coming weeks. Escott added he will also consider the rate of hospitalizations.
The Stage 5 recommendations of the risk-based guideline chart would reduce the number of businesses that can remain open during the COVID-19 pandemic and limit gatherings to household members only. Austin is currently in Stage 4, which has recommendations to practice good hygiene, stay home if you're sick and wear fabric face coverings in public.
The city would need approval from Gov. Greg Abbott to implement the shelter-in-place changes, Escott said. Officials will determine if a recommendation is needed some time this week. If a recommendation is made, Escott said he hopes the dialogue and response from Abbott will be "productive."
"We are desperately trying to avoid shutting down this economy through a recommendation to the governor to shelter-in-place," he said. "... We must avoid those non-essential trips to places, we must avoid gatherings, even with family and friends ... It's up to all of us, we don't necessarily need to turn things off for people to stop going to those places."
As of Tuesday, Travis County has 12,408 after the city reported 482 new cases. Seven deaths were reported as well, bringing the death total to 151.
